No. Under Construction is not a good argument for people to join. And must I truly number the amount of forums that are created for discussion about anything, anything fantasy, anything music, ANYTHING? There was a forum posted that was named The Way that had absolutely nothing to do with the real Way but was instead some fools attempt at an all inclusive forum. I have a friend who tried to make an all inclusive forum.
And you know what happened to these forums? NOTHING! Unless you have content to back it up and some specific discussion areas, its not getting off the ground.

Look, I only started this 2 days ago. The site will be a full blown fantasy forum very soon, and I have a crack mod team at work as we speak.

I'm not particularly fast at typing, but I still try to project an air of some skill. If it were a chat, I could understand, but a forum is different.
