It is registered. It's just not registered now. If you ban someone after they already posted, the posts made by the registered person looks like it was made by a unregistered account, though the account is banned.

If someone is banned, they're still registered, I think. If someone appears unregistered, it means the account had been deleted. That's why they don't have a profile or any of that kind of information at the bottom of their posts.
