Rhue's subsequent behvaior strongly indicates that he believes exactly what he told Traziun. (On the other hand, there is very little possibility that what he said was actually true, at least in its entirety.)

The most obvious explanation is that Serena, as Rhue describes her,
is essentially nothing more than a figment of blue boy's imagination. There are almost certainly some germs of her character in Rhue's real past, but, in this view, Serena as Rhue thinks of her simply does not exist.
Obviously, this theory is incomplete, since we don't know how Rhue's memory became so boggled. However, it is the best theory thus far known. Nobody here has presented any other reasonable case to explain why you can make up Serena's appearance and character.
