Neither Izuna nor VP were made by Atlus, and completely different developers made them, so that might have something to do with it.

Well...I guess it depends on where this game was made. Age of consent in Japan ranges from 13-18 depending on the area, so maybe around the Atlus building 16 is good to go! (Not that I honestly know anything about Atlus to be honest...I just assume it's a very japanese place.)
