They ask for your address and stuff, but just give a fake one that you can remember. Like 123 Fig Street or something. Most of the questions they ask are just so they can know who's playing the game. What age group, male, female, whites, blacks ect.

And the sign up part isn't really a pain in the ass. It's quite simple.

And the reason the personal info page is down is because the Koreans lost all the data for the Americans. People in Canada, Europe and Austrailia can all play their old characters, but us Americans can't. If you live in America and want to play right now, you've go to start a new account.

I advise you don't start now. After the beta is over, which should be soon, they're going to most likely wipe the accounts clean and you'll have to start over anyway.

Which means, no, I haven't restarted mine.

I got to like... level 18 on this, like, weeks ago, but ever since the most recent patch, the game crashes and complains about 'iexplore.exe' and somesuch.
