Okay, after you explain everything to Traziun about Serena at night, you wake up and Rhue says something like: "I'd better get going to." Then a timer starts. So what're you supposed to do? All I thought of was to talk to Traziun, but it seems there's more. As Gaius said... "Any help would be appreciated."

Talk to the people standing around outside. One of them will give you a notch item. You can also open the door upstairs across from Kygar's room. This will allow you to enter Kygar's room later.
