No Clue, though the Shadow could very well be a Shadow lord, or it could be a Shadowfoot, and the BLUE could be a guided...

Well... Shadow does have a Shadow Lord uniform... but Blue... I have no idea...

I doubt it is a shadowfoot, shadowfoots don't work for Guided, they are with the Vigilance council. I think there there has only ever been two shadowfoots. They are Slade and Rhorn. I don't think Rhorn has ever talked yet.

That's definatly Slade... It's probably just a template.

If I remember, THE TRUTH was this blonde haired kid in Episode 4. He is lying on the ground because this other kid punched him in the face. It was raining and when you talk to him Rhue says, "(His face has taken quite a pounding.) Anyway yeah it is Slade because it's logical.
