From the Marvel Comics... well thats a differant matter. But I would have to say Dr. Doom. He was stupidly intelligent, he had an infinate stockpile of robots and resources. And he had a mountain lair, what more could a villain possibly need. Apart from a hot sadistic chick.

The twins from Tad william's "Otherland" series.... of course Paddan Fain from the Wheel of time was pretty evil too.

Two of the best series ever. But I feel I must contest your decision. One of the twins was fat. Fat people can't be that evil. Dread though. Now he was cool AND evil. Stabbing people, shooting people, being nonchalant. He's my role model.
