At first I'd have said it's from Lufia, but what little of the harmony there is tells me it's not. It's most likely Motoi Sakuraba like earlier stated.

I don't know what it is, but it's definitely not from Cave Story. I have the entire Cave Story soundtrack in mp3 format, as well as the remixes, so I would know.
